Virginia Beach, VA (PressExposure) April 30, 2012 -- It is the largest antiterrorism force protection (ATFP) exercise in the world executed by any US military Service. The complex, multi-level exercise was conducted with direct participation from all continental US Navy Regions (CONUS) encompassing 62 installations and facilities.
The exercise is scenario driven based on the USFF Defensive Antiterrorism Concept of Operations (CONOPS) and evaluated at the tactical level utilizing the Navy Security Exercise Operations Plan (NSXOP). SC-CS12 involves a one year cycle of planning seminars, table top exercise, and final exercise design culminating in a full-scale assessment of the Navy's capability to prevent, prepare for, respond to and recover from terrorist attacks.
During SC-CS12, and for the first time since 9/11, regions, installations, bases and tenant commands were required to execute FPCON "C" measures for a minimum of 48 hours. FPCON "C" was established by all participants. Additionally Navy installations executed Mission Essential Personnel Plans (MEP) for over 24 hours. This significantly stressed and tested the ability of responding forces to elevate force operating posture and fully execute individual unit antiterrorism plans. AT processes and procedures were evaluated to identify gaps and seams within the AT C3 organization.
The scale, complexity and construct of the exercise, conducted across three echelons, seven regions and two numbered Fleets is a significant undertaking for planners, participants and exercise controllers. SC-CS12 provided a robust exercise and training environment, which challenged participants to fully exercise Tactics, Techniques and Procedures (TTP), and Pre-Planned Responses (PPRs) in the response phase; and exercise emergency and consequence management in the recovery phase.
