Many people complain about the state of affairs, but very few actually work towards making it better and starting from the grassroots is always a great idea. Popatrao Pawar, the sarpanch of Hivre Bazaar, a village of 1,300 people in Ahmednagar district, is among those few who work to make things better. The ground reality in Hivre Bazaar almost 20 years ago was one of poverty, illiteracy, unemployment, low agricultural activity and high crime rate. Lack of water and failure in monsoon made cultivation of crops very difficult. This was until Popatrao Pawar was elected as the sarpanch. A post-graduate in commerce, he first tackled the problem of inadequate water supply that won the village its first National Water Award for community-led water conservation from the Union Ministry of Water Resources. He rigidly implemented the Employment Guarantee Scheme to overcome unemployment and introduced innovative agricultural techniques. Hivre Bazaar is now equipped with education and modern health facilities. Such an effort by Popatrao Pawar earned praise and accolades by the Government of Maharashtra.
