New Home For Ms Gillard?
Port Vila, Vanuatu (PressExposure) June 29, 2010 -- If you happen to get kicked out of the 'top position' in a country under the Westminster system of parliament, you also have to make a quick flight from your residence. Julia Gillard would choose to live in her Canberra flat and not shift into the Lodge, a 40 bedroom modest, but out-dated mansion style Georgian revival home, located in landscaped grounds of 4.4 acres. She says she wants to wait until she has been elected prime minister by the nation. The outgoing prime minister had to vacate Number Ten within hours, once the decision was final. The moving truck of the new prime minister was unloaded by the following morning. On entering Number Ten, an incoming British prime minister is greeted by a very large staff of civil servants, who are ready and willing to work for the new comer, just as they did for the outgoing administration. Unlike the deadly change over of the English system, an American incoming president has to tolerate a 'long drawn out goodbye', which can last up to several months, for the outgoing administration to vacate. The new president then walks into an 'empty' White House. By tasking its highly trained civil service with high level policy jobs, the Westminster system builds in a high level of continuity. In fact, the new prime minister names only around 150 or so political party colleagues to the total of all ministerial jobs in the numerous departments of governments. This is in comparison to nearly 10,000 political appointments in the Washington governmental structure. A process which often takes up to a full year, before all the political appointments are finalized.
