About EP-CAT EP-CAT is a power transferring organization. Our method is to build partnerships that develop resources in the community. We then connect residents to resources and opportunities by organizing, leading and supporting the community to achieve its goals. These goals impact the involvement, economic development, education, housing and well being of children and families in community. EP-CAT partners with the Department of Human Resources (DHR) to recruit, train and recognize and support resource families. Our recruitment focuses on identifying families who will commit to fostering teenagers and sibling groups of 3 or more under the supervision of Fulton County Department of Family and Children Services (DFCS).
