- Average bounce rate less than or equal to 25% - Average open rate of 15% or higher - Sent Constant Contact emails regularly (during 3 of 4 quarters in 2008) - Received no compliance related complaints or inquiries - Had used Constant Contact for a minimum of 2 consecutive years by the end of 2008
